Take out the notwithstanding clause in the Canadian Charter of Rights and Freedoms which gives corrupt, greedy, government a "get-out-of-jail" card for everything. This is why Wacko can keeping adding to his criminal work product without being punished for it and now the entire country is suffering because, crimes not punished just keep getting bigger and bolder.
Too often governments get to choose who to stay the charges upon. For the benefit of the governments. Police do their job , prosecution is willing to do their job. But justice Ministers intervene as it's not convenient to the governments interests or a go slow order is issued then the judge is forced to stay charges. As long as the governments have the choice, they will choose and be criminals with no controls.
